Local and Social Citizenship

This is a project based on the study of groups running the risk of social exclusion in the city of Moncada, which is intended to develop new work methods to fight against social exclusion from the local sphere. The main characteristic of the project, which is financed by the European Commission and promoted by Promoción Económica de Moncada S. A. (PEMSA), is the active participation of the groups which make the object of the study.

The following Partners are involved in the project:

  1. PEMSA, S.A. is the promoter of the project and works in tight collaboration with the Social Services Department of the City Council of Moncada.

  2. MAYO COUNTY COUNCIL. Local administration situated on the West Coast of Ireland. Participates the Social Inclusion Unit.

  3. STAFORDSHIRE COUNTY COUNCIL (UK). Public administration of Staffordshire county of England. The Social Services Department participates in the project. Its sphere of influence covers a population of 236,000 inhabitants.

  4. STAFFORD'S WOMAN AID (UK). This is an organization which provides support to women living in the city of Stafford, which are victims of domestic violence.

  5. NEXONET, S.L. Company located in Rocafort (Valencia), specializing in the promotion, development and coordination of research projects in the field of social sciences.

Within the framework of this programme, the following transnational meetings were held:

  1. Moncada (Valencia) between the 26th and the 28th of March 2001.

  2. Castlebar (Ireland) between the 18th and the 20th of July 2001.

  3. Stafford (UK) between the 23rd and the 25th of January 2002.



During the first transnational meeting organized in Moncada in March 2001, various visits were paid to entities unfolding relevant activities related to the object of the project. The photograph was taken during a visit at "Kovnos" Special Education Centre of Godela (Horta Nord, Valencia).

Brief description of the project

The purpose of this project is to deepen the knowledge of social exclusion or, to be more precise, of the new factors having an impact on social exclusion as a consequence of the globalization and the knowledge society, factors barely known from the local analysis given their novelty. Moreover, it is expected that the leading role in the research be played by the various groups of excluded, assisted by experts in social matters of the local administration. This approach is aimed at developing a new work model or method from within the local sphere, permitting to introduce new measures fostered by the concerned groups themselves and accepted by the entire civil society and which shall respond to the concerns and needs of those concerned rather than to the vision of experts completely strangers to the experience of exclusion.

Beneficiaries

  1. Sectors running the risk of exclusion. In the particular case of Moncada, the following groups were selected: disabled, single-parent families, gypsy ethnic group and immigrants.

  2. Local and regional administration

  3. Civil society through the representatives of social organizations, social and economic agents.

Issues approached in the project

  1. Current indicators of social exclusion.

  2. Factors affecting social exclusion from the point of view of groups.

  3. Exclusion context in the local sphere.

  4. Participation in the fight against the exclusion of the groups of both excluded and non excluded.

  5. Orientations of the fight against exclusion proposed by the concerned groups.

Specific objectives

  1. Creation of permanent working groups made up of the excluded groups in each of the countries participating in the project.

  2. Conducting a survey among individuals at risk or pertaining to excluded groups, in order to get a better perspective on social exclusion from the point ofview of the groups concerned.

  3. Organization of workshops (with participation of local excluded groups and social and economic agents) to analyze the exclusion phenomenon from the point of view of the affected groups.

  4. Analysis from the perspective of the three European models of local welfare of the proposals agreed upon in each of the three regions involved in the project.

  5. Spreading the results among the local and regional administrations and creation of regional and transnational networks for the permanent study and analysis of social exclusion and diffusion of the conclusions of this study.

Concrete results

  1. Diagnosis report. Social exclusion indicators and factors leading to exclusion. Based on the opinions of the excluded groups. Distinction between “traditional” and current indicators based on the knowledge society.

  2. “Action proposals document” report. Assessment of current measures implemented in the fight against social exclusion. Based on the opinions of the excluded groups.

  3. Local orientation against social exclusion. Work method based on social consensus.

  4. Internet site/portal. Communication node between the partners, both in the course of and after the project, containing information on the results of the project, innovating measures to be implemented in the fight against social exclusion, experiences…

  5. Regional and transnational networks for the permanent analysis and study of social exclusion in the local sphere.

  6. Symposiums for the diffusion of project results.
