Presentation of AME

1. What is AME?

The Municipal Employment Agency (AME) of the City Council of Moncada is a non-profit labour intermediation service. Our objective is to place job seekers in our locality in employment, by handling job offers submitted to our offices by the businesses in our environment.

2. Who is it aimed at?

If you are a member of the community of Moncada and you are unemployed, if you are seeking your first job, if you are presently employed but you are looking for a professional improvement, if you are a student and you are seeking a job for the Christmas season, summer holidays, weekends, etc., AME can provide you solutions.

On the other hand, if your company has outlets nationwide and is registered with the Registrar of Companies, and for varied reasons you have to fill a certain job position, AME places at your disposal its database.

3. The best guaranteed service

  1. Information and counselling in employment-related matters and permanent career guidance.

  2. Local presence guaranteeing immediate geographical availability.

  3. Quality Management system certified according to the ISO 9001:2000 standard.

  4. Management of our services subject to compliance with the performance standards and criteria provided for under the Organic Law 15/13th December 1999 for the regulation of the automated processing of the personal data supplied by our users and especially to observance of the confidentiality of the same.

  5. Computer programme entitled "Consolidated Employment Bases of the Valencian Community", which facilitates the management of our services by receiving information via Internet, operating selection interviews, extracting statistics, etc.

  6. Collaboration with various public and private entities in carrying out formative actions aimed at facilitating employment (IT training courses, foodstuff handling course, schools and workshops, ...).

  7. The activities of the agency are complemented by the implementation of OPEA (Vocational Guidance for Employment and Self-employment) actions, which are mainly aimed at developing customized and systematic actions involved by the complex process of assisting job seekers in the integration into the labour market.

5. Objectives

Through the Municipal Employment Agency of the City Council of Moncada, we have set ourselves the goal of reaching the following objectives by means of our services:

  1. To place in employment the job seekers of our locality, by handling Job Vacancies submitted by the local businesses or other entities involved in labour intermediation (Occupation Offices of the Generalitat (Valencian Regional Government), Employment and Training Valencian Service, temporary employment agencies, …). This will mean reaching a set of specific objectives, at two levels:

    EMPLOYERS
    - to provide a prompt answer to your job vacancy.
    - to achieve adjustment of the applicants to the profile required.
    - to ensure the offer ends in the employment of an applicant put forward by AME.
    - to handle complaints through the AME staff at your service.
    - t o provide a sufficient number of applicants, enabling the company to carry out in an optimal manner personnel selection.

    to secure the desired employment result.
    - to offer you a prompt answer to your job application.
    - to adapt job seeker requirements to the profile of the job offered by employers.

  2. Provide job seekers in our municipality with information, counselling and guidance actions in his search of employment required for a correct integration into the labour market.

  3. Through the research of the labour market by means of the offers handled, identify necessities and make action proposals, with the final goal of meeting the real requirements of labour supply and demand in the area.

  4. Provide information to anyone interested, on training offers of any kind, mainly those which given their accessibility and condition may be of interest to the unemployed or those who seek better employment or self-employment.

  5. Channel the trainings offered to job seekers for further and better qualification. Continue to identify various training requirements arising, offering related courses or providing information on training Centres organizing such training courses.

  6. Place at the disposal of all companies with outlets nationwide interested in our services, the database of the Municipal Employment Agency.

  7. And in this respect, make sure that the personal data provided by the users of AME are used in order to reach the objective of finding employment, in compliance with the provisions under Organic Law 15/13th December 1999 on the Protection of Personal Data.

  8. Carry out the actions required to maintain the ISO 9001 certification, which guarantees the quality of the services provided by AME, and to increase the satisfaction of our users. This will mean achieving a set of specific objectives, at two levels:

    USERS
    - to increase user (employers and job seekers) satisfaction with the treatment received from and the services provided by AME.
    - to increase the number of companies offering employment and job seekers requesting the services of AME.
    - to increase the annual volume of services offered by AME to employers and job seekers.

    AME STAFF
    -
    to improve the rate of successful employment determined by the adjustment between supply and demand of employment (a better adaptation of the required profile to fit in with the work conditions offered by companies and the profile of the applicants put forward and the work conditions requested by the latter, a significant increase in the number of employments).
    - to reduce the response time starting from the moment an offer reaches our offices until the data on applicants interested in the job is sent to the company which issued the job offer.

6. Services – Activities

  1. Diffusion of our services to companies or entities which might need them at certain moment (information leaflets, web page, ...).

  2. Processing and handling of employment offers submitted to our offices.

  3. Classification of job seekers interested to be registered in our database.

  4. Updating the classification records of those job seekers concerned with keeping their data to date, resulting in a better handling of offers.

  5. Information and guidance with respect both to training and seeking employment, improving employment or self-employment, to the users of our services who have requested such action. More specifically, OPEA actions are carried out in the AME offices, in collaboration with SERVEF when it comes to monitoring the integration to the labour market of the job seekers in the municipality of Moncada. These are information, counselling and guidance actions related to employment, mainly addressed to persons running the risk of social exclusion (immigrants, women, long-term unemployed, disabled, etc.).

  6. Implementation of appropriate action aimed at guaranteeing:
    - the quality of the services offered in compliance with the ISO 9001 standard.
    - and the protection of personal data provided by our users, in compliance with the provisions under Organic Law 15/13th December 1999.

  7. Periodic posting, in our bulletin board, of job vacancies and training offers submitted to our offices by various entities and bodies (Occupation Offices of the Generalitat (Valencian Regional Government), Valencian Employment Service, press, internet, …) with the aim of providing the users with more information on the labour and training market, as well as providing relevant information to the persons interested in setting up a company.

  8. Evaluation and assessment of the results obtained following the implementation of AME services, through various reports and memos drawn up on a six-monthly and annual basis.

  9. In collaboration with various public and private entities, we organize various training actions aiming at the professional qualification of job seekers and at enhancing the possibility of offering companies better prepared applicants. All this taking into account the reality of the labour market, the environment of our municipality and the possible job opportunities for students interested in this kind of training.

  10. Throughout 2007, we have collaborated with entities such as Caritas Parroquial (Parish Charitable Organization) and the Social Services of the City Council of Moncada, the Consortium of the Territorial Pact for employment PACTEM-NORD by means of the Project Agora Nord, as well as the Project INCORPORA, a charitable work of "La Caixa", in order to implement information, counselling and guidance actions related to employment, mainly addressed to persons running the risk of social exclusion (immigrants, women, long-term unemployed, etc.). Last but not least, we have to mention our in-depth classification interviews, personnel selection and labour intermediation service, provided by the Employment Agency free of charge to interested Agency users, as well as the new text message dispatch services, with the aid of mobile phones, to inform job seekers about job vacancies.

7. Technical resources

The Municipal Employment Agency uses a computer programme entitled "Consolidated Employment Bases of the Valencian Community", which facilitates the management of our services by receiving information via Internet, operating selection interviews, extracting statistics, etc

8. Study results

  1. About half the companies which have recourse to our services every year pertain to our city, with a notable expansion in Valencia and Naquera, including in other cities such as Rafelbuñol, Bétera and Puerto Sagunto.

  2. The majority of companies requesting job seekers from AME are mainly active in the sectors of Metallurgy, Constructions, Maintenance and Hotel and Catering Industry.

  3. The profiles most in demand include job seekers between 20 and 39 years of age, mostly males, with primary education qualifications or secondary vocational education, although the majority of employers do not set limits with respect to the professional training of the applicants.

  4. The global satisfaction index for the services received is above 4 points, on a scale from 1 to 5, both for job seekers and companies.

  5. About 250 companies apply annually for our services; already more than 760 have become acquainted with our services and have at least on one occasion launched employment offers through our office.

  6. AME has registered in its database and handles yearly the applications of about 600 job seekers and persons interested in finding a new job.

  7. We boast an annual average number of about 560 jobs offered by the companies which have recourse to our services.

  8. There has been and continues to be a constant improvement in the percentage of successful employment of the job seekers registered with AME by companies using its services.

  9. The annual average as regards the response time between the moment an offer is submitted to our office and the moment the information is sent to job seekers interested in such offer is presently less than twenty-four hours.

  10. In more than 80% of the cases, we have responded to job seekers by contacting them in less than 6 months from registration, to inform them of a first job vacancy.
